Final Selection List/Allocation of Cadres in respect of the posts earmarked for Physically Challenged Candidates (Subcategory of Deaf & Hard of Hearing), advertised vide Notification No. 01 of 2020 dated 26.06.2020- Forwarding of Selection List
In reference to the above captioned subject, it is to inform the General Administration Department, vide Indent No. GAD/Mtg/RB-IV/50/2020 dated 22.06.2020, forwarded the requisition for filling up 8575 Cass-IV posts, pertaining to various departments under direct recruitment, in accordance with the provisions of the Jammu and Kashmir Appointment to Class IV (Special Recruitment) Rules, 2020, notified vide S.O, 184 of 2020 dated 04.06.2020.
Among the vacancies so referred, 80 posts were earmarked for the sub category of Dead & Hard of Hearing among the Persons with Disabilities (PwDs), which could not be filled up along-with other posts as some candidates approached the Hon’ble CAT through various applications. As a result, these posts were kept Reserved while notifying the Final Selection List for Class-IV posts advertised vide Notification No. 01 of 2020 dated 26.06.2020.
However, after getting the relief from the Hon’ble CAT and with no court direction preventing the Board from notifying the Final Selection List for these 80 posts, the same was prepared in accordance with the merit/eligibility of the candidates and placed in the 22nd Board Meeting, which approved it, with the decision that one post shall remain reserved in ight of interim directions in case titled Mehak Ali Makroo Vs General Administration Department in O.A No. 39/2023.
Accordingly, I am directed to forward herewith the Final Selection List for 79 Class-IV posts (now MTS), advertised vide Notification No. 01 of 2020 dated 26.06.2020 and earmarked under Horizontal Reservation for the sub-category of Deaf & Hard of Hearing among the Persons with Disabilities (PwDs), as per Annexure A”.
One (01) vacancy for District Cadre, Srinagar, under OM/HCH category (School Education Department) has been kept reserved in compliance to the interim directions of the Hon’ble Central Administrative Tribunal, Srinagar, in O.A. No 39/2023 titled Mehak Ali Makroo Vs General Administration Department.
It is further submitted that the document verification/scrutiny conducted by the Board is limited to the extent of establishing physical possession of Category/Degree and ascertaining genuineness/validity etc. or otherwise of the same and recognition status of the Institution, shall be responsibility of the Indenting Department/appointing authority.
Besides, the Certificates produced by the candidates, on the basis of which they have been assigned additional weightage, may also be verified from the issuing authorities as the final merit has been determined on the basis of the written SCore and additional weight-age claimed by the candidates. Further, the eligibility of the candidates in respect of the Minimum and Maximum qualification for these posts (10th and 12th respectively) has been accepted on the basis of the self declaration/affidavit of the candidates and the appointing authorities shall satisfy themselves on this account before issuing appointment orders.
It is further requested that in case any certificate/document, during the cOurse of verification, turns out to be fake/fictitious, the Board may kindly be kept posted and appropriate criminal proceedings against such candidates may kindly be initiated. These recommendations are subject to any ongoing inquiry and also outcome of writ petition(s), if any, pending before any competent Court of Law.
Moreover, in terms of Government Order No.1003-JK(GAD) of 2021 dated 27.09.2021, the candidates, whose recommendations are released by the Selection Agency, shall submit their verification rolls in triplicate before the appointing authority within a period of 21 days from its release, failing which the candidate(s) shall forego their right to appointment forthwith.
