Ex Minister & DDC Member Reasi Babu Jag Jiwan Lal meet LG Manoj Sinha on various issues of district Reasi
Jammu: Today Ex Minister & DDC Member Reasi Babu Jag Jiwan Lal meet LG Manoj Sinha on various issues of district Reasi, submit memorandum containing following points:
1. Increase in the Constituency Development Funds of DDCs and Devolution of Powers in
Real Sense – Funds at the disposal of DDCs should be increased from 70 lacs to a minimum of one crore given the volume of the works that need to be undertaken for taking up the developmental works of the area. The Government functionaries should be answerable to DDCs and explicit instructions should be issued in this regard, so that as and when needed the government functionary can be called to the office of DDCs to ensure accountability. Moreover, the inaugurations in all the departments should be carried out through and in the presence of
concerned DDCs.
2. Supply of power at subsidized rates and Amnesty for domestic as well as commercial
consumers especially Reasi Distt- & special package for Katra traders, businessmen, etc
Reasi District has a huge potential of micro & mini hydel electricity generation & it has one of
the largest hydel projects in the country- Salal Hydro Electric Project on the Chenab River, with a total generation capacity of 690 MW, yet the local people are having an inadequate supply of electricity and they are entitled to subsidized rates including certain free units for people living in the region and amnesty should also be granted to recover the long-standing arrears from domestic as well as commercial consumers who have been suffering due to losses incurred during COVID-19 Pandemic as tourist inflow was near to zero during 2020-21.
3. Full Operationalisation of Degree Colleges at Katra, Pouni, Bhomag. In light of the ever
increasing demand for higher quality education for youth so that local youth doesn’t have to rush to Jammu due to non operationalization of already sanctioned degree colleges with the facultyfor all courses & subjects.
4. Upgradation of Block Panthal to Tehsil status.
5. Employment opportunities for local youth in the world-class railway(USBRL Project). This
project once commissioned should create enormous job opportunities in this section of Railways and hence local youth should get preference for getting employment in this railway project before and after the commissioning.
6. Settlement of long pending genuine demands of Baridars- Baridars used to manage the Shree Mata Vaishno Devi Shrine for years and therefore post the constitution of the Shrine Board,While Hon’ble Prime Minister had assured and promised that the long standing issues of Baridars shall be resolved, the same is sought to be resolved and in addition to those the Baridars should be given 40 percent reservations in employment in the Shrine Board as per qualification, scholarships to children of Baridars getting education, 10 percent seats for wards of Baridars in Shri Mata Vaishno Devi University and other educational institutes run by the Shrine Board like Shrine Boards of other Hindu Shrines.
7. Regularisation of the Daily rated workers of Power Development Department /PHE/SPOs
and other deptts.and Release of pending ex-gratia in favour of legal hiers of electrocuted workers and general public in case of electrical accidents.Further a job to the next of kin of
the deceased worker/person in case of death due to electrical accident. It is pertinent to mention that after the carving out of District Reasi in 2007, an adequate number of posts have not been sanctioned in favour of Power Development Department/other departments and vetted proposals from Chief Engineer Distribution PDD have been submitted for creations in respect of posts for the Electric Division -Reasi, for smooth functioning of such a vast demography of the
District Reasi.
8. Slow pace of Developmental activities in District Reasi- It is being witnessed that the pace of the developmental works in this District is slow and line departments need to be pulled up and with the coming of new Deputy commissioner, the same shall be addressed and it is also requested that discretionary funds should also be placed with the Deputy Commissioner so that works of emergent nature in the overall public interest are taken up in exigencies.
9. Operationalization of Children and Mother hospital at Reasi - The state of art children and
mother hospital in Reasi should be operationalized immediately as there are lot of cases of casualties and otherwise involving the new born children that need to be referred to Jammu for advance treatment.
10. Proper Implementation of Forest Right Act- So that the Poor tribals of the region are not
harassed and enforcing agencies should be sensitized and local communities shall be made aware.
11. Proceeds from Auction of Lithium Reserves- Local people should have first claim over natural resources.It is a genuine demand of local population that the certain portion of the proceeds from auction of Li reserve should be provided exclusively for the development of job opportunities for youth of Reasi through establishment of IT park or other projects that can generate employment.
12. Resolution of the Reservation in Promotion in order to expedite the filling of large no of
vacant positions in the various departments.
13. Cable car project from Bheem Fort to Sula Park to attract thousands of tourists and
thereby revenue shall be generated for taking up developmental works.
14. Starting of adventure tourism in addition to the pilgrim tourism and that will help to tap
the untapped potential.
